As a service organization our biggest expense is personnel. Our top line is growing but we are spending right along with it. We need ways to prevent hiring full time staff.
Your top 10 ways to control personnel expenses?

STOP focusing on the dollar amount (as your question seems to imply or suggest).....focus on the efficiency in delivering the service. Focus on the efficiency and your cost percentage WILL go down.
More importantly, I do not know what you mean by this.."We need ways to prevent hiring full time staff."...but it seems a wrong headed goal in so many perspectives.
Anonymous - you do realize that for each growth expansion in revenue there is a growth expansion in expenses?
While it may not be equal, it is real and does eat into that increase, but that should only be a temporary situation as your staff reaches critical mass.
An example is your sales team is maxed out. You hire a new people until either the last one isn't maxed out or they all are not maxed out. That means you have more room to grow with the current staff. Salaries will level out and revenue will increase until you exceed that critical mass and need to hire the next person.
What you need to do is keep your eye on the ball that ancillary costs don't rise out of control.
