Regis, developing culture of ethics requires a multipronged approach. Yes testing their knowledge of the company's ethics policy is one of the prongs, another is incorporating these codes of conduct into performance evaluation systems as "behaviors" that is required to successfully carry their responsibilities, another is to "recognize" these behaviors and present "role model" examples for other employees to follow, incorporate the ethics into vision, mission, and value statements of the company. It has to be well integrated into how the organization operates for it to become part of the culture. Hope this helps.
