If an employee gets telephone allowance, taxi allowance, for exampe on top of their salaries does it have to be taxed or not in general in despite of the individual taxes systems?

Benefits that are NOT a reimbursement of out of pocket expenses are normally taxed. That means a portion of a leased car, certain stock options etc.
Telephone reimbursement, taxi, etc are not normally taxed.

Thank you, I will get in touch with a company tax preparer to see how it works locally. the thing is that I found different scenarios in different companies using the same law and I was quite confused.
