I agree Christie. A waste of money, and it sounds like your HR Coordinator is ducking some of the duties.
Create a checklist, and follow-up. If they can't do it, then many of the payroll services will also provide HR services. Substitute them for the HR Coordinator...
New hire packages are all the same and full of standard documentation. Usually only two items change - the offer letter and the terms of agreement. A checklist is the best idea. I have used this approach before and it is very easy to implement, without any extra cost.

Thanks for the comments. We currently have a checklist and the HRC makes sure everything is there. Our software provider had approached us and asked if we would be interested in paying them to maintain that and I thought it was a waste. I was just curious if anyone actually does pay to outsource and any benefits they could share. It doesn't sound like it though.
