I do not have first hand experience with their treasury application, but other areas need to be considered in making your decision. Although your points have some validity you need to consider the following areas: inter-company loans - how do they handle back-to-back transactions; Hedge Accounting module - does it provide for your type of activity if any; FX trade processing; Cash Forecasting - can it handle foreign currency as well as domestic, how far out can you forecast, is there any modeling; what type of investment or debt can they handle. How easily is it enter a transaction. What type of Position reporting does it provide. Interfaces to banks, SWIFT, trading platforms, investment platforms. I can go on and on.
I recommend taking a good look at your current operational processes before you make your decision. Most companies make a selection and then find out they need to make their operations fit into the systems or they operations need to be improved and look to the vendor for help. Vendors sell you applications and do not recommend business process.
Remember one thing, on paper in an RFI or RFP all vendors look the same. The devil is in the detail so look at every system and compare then to your operational needs. Be careful, the terminology is not always the same. The say they can handle IC Lending, but avoid showing you how. What they say and how you want it to work can be different.

It's actually even more complicated, since it also depends on what version of Oracle you're using and how Oracle is configured to be used in each country where you use it.
The only real way to tell how well any Treasury package works is to set it up on a robust test case and then follow out all the processes that you want it to support.

Having worked on system migration and with customers moving from Oracle Financials, I would suggest you to look beyond static data and integration. The experience of former Oracle Treasury users was dire in the integration with bank reporting and limited forecast functions / reporting.
ERP Treasury modules can be seductive, but watch for multiple versions across the group and their compatibility.
