What is the best way to find what they have targeted in salary for a position you are interviewing for?

If you do not have a relationship within the company or an individual within the same industry, check for salary surveys, specific to the industry you seek. It will not provide the exact salary, but you will find a range. When you hear the offer, you will know if the offer is in the range or unacceptable.
I would agree with Regis, and even before you apply for the job you should have some idea of what the position will pay. I use the Robert Half Annual Salary Survey, available online for free, to determine what the range for the position in my geographic area and revenue of the company. Of course, this is a only rough guide and is better than going in blind.
I would check online on sites like Indeed.com & Robert Half for a similar position in the geographic area. That will give you an idea of the salary range. Another resource that was recently introduced to me is glassdoor.com. Sometimes you will find salary data for a similar position posted by employees who work at that company.
