What would you do if you are having an overwhelming workload while your vice president is not doing anything except bossing around, pressing you to get the job done (even the jobs that are his own) by you? This situation is very stressful for me, since he’s the one who makes decision on my promotion and salary. But on the other hand, you know that he’s not even taking care of his own job, and enjoys a double salary and benefits.... It is quite uncomfortable and unpleasant situation...
How to handle and overwhelming workload working with a boss who doesn't do anything except bossing you around?

I question whether or not you know the VP's job description. Do you really understand all that is on his plate?
If you really do and you are that unhappy there are only two options; if there isn't anyone you can speak to about his job performance and the way his behavior makes you feel then you will need to look for a job someplace else.
