How do you track employee suggestions in your company? And how do you go about prioritizing them?

Two companies I have been associated with had the following process - establish a process improvement/productivity czar. Hold a contest every month for the best idea. At the end of the month a committee of senior managers would review proposals. The committee would decide the monthly winner. The prize was small but the hype that Mary Smith or John Doe was the winner was big.
We have a group that analyzes each idea to determine the cost benefit and implements as they see fit. They publish statistics to the employee base to give them a sense of what's been accomplished.
