Will the US gov't issue a repatriation holiday on dividends, if so how do I take advantage of it?

Humorously, Apple seems to have decided not to wait for this, given that they borrowed money for the Dividend/Buyback. That suggests to me that my gut feeling is correct: it will happen, but not soon because of the black eye that a tax holiday would give the government.

When it does happen (and it will, there is a benefit to bringing cash back), can't predict now how that will look.
